I read the below info from oracle help. I have one question here. Why PMON has to register the DB info every 60 seconds to Listener? Is it not enough if it is registered only first time?

Specify REGISTER to instruct the PMON background process to register the instance with the listeners immediately. If you do not specify this clause, then registration of the instance does not occur until the next time PMON executes the discovery routine. As a result, clients may not be able to access the services for as long as 60 seconds after the listener is started

Please read & follow posting guidelines as stated in URL above

What happens when the listener restarts after the DB has already registered itself with the listener?

Using your suggested 1st time only when DB starts,
manual intervention would be required after a listener restart.

Because a listener can shutdown and restart.

The 80 characters limit is just when you use code tags as these lines are not automatically fold. You can use the length you want otherwise.
