Errors in run 'srvconfig -version ' [message #343709]

hi,I built a oracle 9i RAC using raw devices .
but when I run svrconfig ,I get the following errors.

java.lang.IllegalArgumentException: Argument # > Arg length
        at java.text.MessageFormat.format(MessageFormat.java)
        at java.text.MessageFormat.format(MessageFormat.java)
        at java.text.MessageFormat.format(MessageFormat.java)
        at oracle.ops.mgmt.nls.MessageBundle.getMessage(MessageBundle.java:225)
        at oracle.ops.mgmt.rawdevice.RawDeviceUtil.export(RawDeviceUtil.java:573)
        at oracle.ops.mgmt.rawdevice.RawDeviceUtil.main(RawDeviceUtil.java:2177)
Exception in thread "main" [oracle@linux2 ~]$ srvctl config
orcl
[oracle@linux2 ~]$ srvconfig -version
java.lang.NullPointerException
        at java.text.MessageFormat.format(MessageFormat.java)
        at java.text.MessageFormat.format(MessageFormat.java)
        at java.text.MessageFormat.format(MessageFormat.java)
        at oracle.ops.mgmt.nls.MessageBundle.getMessage(MessageBundle.java:225)
        at oracle.ops.mgmt.rawdevice.RawDeviceUtil.main(RawDeviceUtil.java:2320)
can anyone please help me with this issue？
