Hi!

I have a Database template in windows 2000 server. How can I transport it to another server say like windows 2003 server?

I am not much familiar with windows -endian formats.
If they are compatible across 2000 and 2003 version, you can just use a cold copy method.
It will depend upon your need.
You can do a cold copy,requires downtime.
If database is small, you just export/import. (kind off. You want to do to this when there is no transactions in database)
If database is very large, I would use RMAN transportable tablespace mechanism.
