Give me step that how to Put SYSTEM TABLESPACE, UNDOTABLESPACE , AND DEFAULT TEMPORARY TABLESPACE , DICTIONARY MANAGED TO LOCALLY MANAGED

Oracle 9i, Redhat linux server 4

Create a new database.
Or use DBMS_SPACE_ADMIN package (and carefully read the "Caution" note).
