I would like to know whether there are ways of administering dblinks? If yes, please what are they.

ayayaye Embarassed -simple your answer Michel, but it says it all Smile -

Well, uhmm, what I mean is,does setting up dblinks between databases affect say, the performance of the databases or the schema that owns the dblink and how to increase security on public dblinks? The doc that I have do not dwell on those subject.

Does it affect database performances, yes when you access it you obviously load the network and queries are often less performant over a db link.

Does it affect security, yes you open a door to the remote database, so take care with which user you connect to.
