Hi

During DDL statements for example: create table statement.

Is the segment created inside the buffercache first and after a checkpoint it is written to disk?

Is this the correct order for DDL statements except Direct Path Load?

No but maybe the segment header.

Correct for what? To create a new empty table, most likely.
