if same Oracle process is continuously consuming 100% cpu then Oracle process may be stuck in loop situation, where the Oracle process is waiting for something that is not going to happen.
The other reasons could be related to capacity on the box ie database server was not planned to serve the current workload.
For the first reason, it is better to engage Oracle support because support analyst can compare the systemstate dumps at different time and identify whether it is a looping problem or not.

An Oracle process in WAIT state does NOT consume CPU cycles.
Provide reproducible test case to prove your claim.

BS - I expect to get shot down in flames for this...
But - doesnt Oracle spin at a high rate when retrying latch resources?
I am getting more and more involved in application work these days... but I'm sure I still remember a thing or two about Oracle internals 
PS - Approve of the Spam tho - some other forums are overrun with it.
