Is there a table or view that can be queried to list the installed interim patches (bugfixes)?

I know the opatch lsinventory command will yield this information, but a SQL statement to pull the info from a table would be very convenient.

There is dba_registry_history but it does not contains all patches, it seems to contain the latest ones but only temporarily and it never contains those apply on binaries before you created the database.
