DBA_OUTSTANDING_ALERT not genrating [message #409237]

Hi all,
I need a suggestion regarding Database Alerts.

Tablespace has been more than 85% used, but DBA_OUTSTANDING_ALERTS are not generating.
I have provided the DBA_THRESHOLDS setting as follows:

metirc_name = Tablespace Bytes Space Usage  
warn_op = LE 
warn_val= 0 
crit_op = LE       
crit_val = 0
obl_type =TABLESPACE
status = VALID  

Tablespace Space Usage        
GE   
85     
GE          95                                                                                                                                                                                                                                                               TABLESPACE                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                         VALID

v$PARAMETER:
STATISTICS_LEVEL = TYPICAL

Could anyone please tell me why the alert is not generating?
It worked fine a week earlier, but then it stopped.
