Unable to establish database connection.

Please check database configuration.

ORA-12541: TNS:no listener
Please help how to rectify the issue...

1/ Check the listener is started
2/ Check you try to connect to what you actually want to connect: tnsnames entry and/or connect string.

And what did you discover when you googled "ORA-12541"?

Network connection issues are usually pretty simple, if you just take it one step at a time, starting with the requestor. And pay attention to the actual error message. Your error means one thing: when your request arrived at the specified server and port, there was no oracle listener active on that server and port.

So, what server and port was specified by the requestor? This can usually be seen by executing 'tnsping <dbname' on the requesting machine.

Thanks, it is working now after reconfigured the listener from net config...

Is it a common problem in oracle when I google it, most users faced the same problem...

What problem?
I had never used net config (and I work with Oracle since version 4, of course net config didn't exist at this time) and had never any problem with that.

Then obviously your listener had been incorrectly configured (or was never actually running). But now we'll never know.
